Mr Locquet is the Director of General Affairs at the Commission for Electricity and Gas Regulation (CREG) in Belgium since 2013. He holds various positions in the Council of European Energy Regulators (CEER) – the Chair of Implementation, Benchmarking and Monitoring Working Group (2013), Responsible for the CEER Training Academy and is a member of the Training Academy Advisory Board. Furthermore, he is the Chair of the ACER Working Group on Implementation, Monitoring and Procedures. Since 2008, he is the CREG representative at the CEER General Assembly and since 2011 the CREG representative at the ACER Board of Regulators. During 2006-2013, he was the Senior Advisor as European Policy Coordinator in the department of the Chair of CREG’s Board of Directors. During 2004-2006, he was the Senior advisor at CREG in the Gas Department. In 2003, he was the Deputy Director at GeFIN. From 1991-2004, he served as Advisor and Deputy Director of several Belgian Federal Ministers where he was in charge of finances and budget, legal and economic issues and the transposition and implementation of the first energy package. He holds Master in Law from VUB, Brussels.
